Derrick Frazier - President

Derrick Frazier Derrick joined OSF Saint James in June 2023.

He most recently served as chief executive officer at Morehouse General Hospital in Bastrop, Louisiana. Prior to that, he served as chief executive officer at Homer Memorial Hospital in Homer, Louisiana.

Derrick earned a Bachelor of Science in biology from Savannah State University in Savannah, Georgia. He went on to earn a Master of Health Service Administration from Armstrong State University in Savannah, Georgia.

Elizabeth Davidson - Vice President, Patient Care Services

Elizabeth Davidson Liz grew up in Plainfield, Illinois. "Pontiac is a caring, energized community and that’s evident in people’s interactions. Pontiac reminds me of the grounded roots where I was raised," she says.

"As a current nurse leader, I strive to strengthen the caregiver foundation in a quality, safety-driven environment. The culture fosters a supportive learning environment that is the foundation to providing a safe and open workplace. OSF HealthCare empowers us to carry out the Sisters’ Mission. We’re together at OSF HealthCare for a reason," she says.

Liz is a graduate of Saint Francis University, formerly Saint Joseph College of Nursing, Olivet Nazarene University, and Walden University, where she earned her Master of Science in Nursing (MSN). Liz and husband Gary have two children and three grandchildren.

In her spare time, she enjoys reading, gardening, music, biking, and hiking. She is also a participant in her community church choir.

Matt Burton - Vice President of Operations

Matt Burton

Matt has served the Ministry since 2005, most recently as the manager of Medical Imaging at OSF Saint James. He has proven to be a successful leader of the imaging department and has led numerous improvement initiatives on behalf of the hospital.

Matt earned a Bachelor of Arts in business administration from Illinois State University. He went on to receive a Master of Science in health administration from the University of Saint Francis in Joliet, and he’s in the process of earning a Master of Business Administration, also from the University of Saint Francis.

Matt enjoys spending time with his family, as well as outdoors.

Dr. John M. Rinker - Chief Medical Officer

John M. Rinker, MD Dr. Rinker, who specializes in internal medicine, joined OSF Medical Group in August of 2012.

He obtained his undergraduate degree from Illinois Wesleyan University. Dr. Rinker received his medical degree from the University of Illinois School of Medicine in Rockford, and completed his residency at Indiana University School of Medicine in Indianapolis. He is a Pontiac-native who returned to his hometown after his residency to practice medicine. He received his board certification in internal medicine in 2012.

Dr. Rinker and his wife Abby have three children.
